France: from hemp field to shop shelf, what proves the CBD is safe
Play it: the CBD lot moves through France's tight rules on the left, and each label piece snaps onto the jar on the right, color-coded by who adds it.

The big idea: France is close to the opposite of a US recreational state. Recreational use stays a crime, medical cannabis is a pharmacy-only program authorized by the medicines agency (ANSM) but still stuck in transition, and the CBD you can actually buy is legal only if it holds at or under 0.3% THC and makes no health claims. Safety here is enforced less by a lab certificate on the shelf and more by keeping intoxicating cannabis out of the legal market almost entirely, and the line keeps moving: in May 2026 France pulled ingestible CBD foods off sale as unauthorized novel foods.

Step by step: France
- Step 1: Producer / hemp lot (Producer) A producer grows hemp kept at or under 0.3% THC. Above that line it stops being legal CBD and becomes illegal cannabis.
- Step 2: Maker / finished product (Maker) The maker turns it into a finished CBD product, flower, vape liquid or cosmetic, and applies a French-language label showing the cannabinoid content, the batch and the maker.
- Step 3: Lab batch test (Lab) A lab tests the batch to confirm THC stays at or under 0.3%. That single number is what separates a legal product from illegal cannabis.
- Step 4: Anti-fraud enforcement (Anti-fraud authority) The consumer-protection and anti-fraud authority polices the market, enforcing the no health claims rule with seizures and recalls. In May 2026 it pulled ingestible CBD foods off sale as unauthorized novel foods, while still allowing flower, vape liquids and cosmetics.
- Step 5: Shop / sale (Shop) A shop sells the legal CBD flower, vape liquid or cosmetic. Anything stronger, sold as recreational, is outside the law and outside any safety testing.
Frequently asked questions
Who tests cannabis in France?
A lab tests each batch of French CBD to confirm THC stays at or under 0.3%. That single number separates a legal product from illegal cannabis. The consumer-protection and anti-fraud authority polices the market with seizures and recalls, enforcing the no-health-claims rule, and in May 2026 it pulled ingestible CBD foods off sale as unauthorized novel foods.
Who pulls the sample in France?
France has no separate sampling step: the producer grows hemp kept at or under 0.3% THC, the maker turns it into flower, vape liquid or cosmetic and applies a French-language label, and a lab tests the batch. Medical cannabis is a pharmacy-only ANSM program still in transition, and recreational use stays a crime, so stronger product sits outside any testing.
What has to be on a cannabis label in France?
A French CBD label shows the product and jar size, the batch number, the cannabinoid content, batch and maker in French, the THC at or under 0.3% and the CBD percentage from the lab test, and the anti-fraud rules: sold as a consumer product, not a medicine, with no health claims. Over 0.3% THC it counts as illegal cannabis.
