Who's Responsible for Cannabis Safety in Thailand?

Few countries have changed course on cannabis as fast as Thailand. In 2022 it became the first Asian country to take cannabis off its narcotics list, and thousands of dispensaries opened almost overnight. By 2025 the government had slammed the door on that free-for-all and pulled cannabis back to medical use only.

So what can you legally buy in Thailand today, and who makes sure it is safe? The answer now runs through a doctor and a lab.

The short version: as of 2025, buying cannabis in Thailand requires a doctor's prescription. Shops must be licensed health outlets, the flower must come from a certified farm, and every batch needs a Certificate of Analysis.

What changed

When Thailand decriminalized cannabis in 2022, it never passed a full law to govern it, so a huge gray market filled the gap. In June 2025 the Ministry of Public Health closed that gap with a rule that requires a prescription for any cannabis purchase, bans recreational and walk-in sales, and forces every shop to re-license as a health-focused outlet with a licensed practitioner on-site. A comprehensive cannabis act is still being drafted; for now the rules come from health-ministry orders.

Who checks that it is safe

Cannabis flower in Thailand is regulated as a "controlled herb" under traditional-medicine law, overseen by the Department of Thai Traditional and Alternative Medicine, not the narcotics police. The chain looks like this:

The farm must be certified to Good Agricultural and Collection Practices (GACP), with the department auditing soil, water, pesticide use, and handling.

A lab tests every crop cycle and issues a Certificate of Analysis. Testing is done by the government's Department of Medical Sciences or an accredited lab.

The dispensary must be licensed, keep a practitioner on-site, and can only sell against a valid prescription. Online sales and vending machines are banned.

The patient needs a prescription (the "PT 33" form), good for up to 30 days, which the shop has to keep on file.

What "tested" actually means

The Certificate of Analysis is the safety backbone. A Thai batch test covers:

Potency: the THC and CBD content.

Contaminants: pesticides, heavy metals, and microbials (dozens of residue substances are screened).

Moisture, which affects how the flower stores and whether mold can grow.

Potency also decides legal status: extracts above 0.2% THC are still treated as narcotics and are tightly restricted to medical, research, industrial, and government use. Products under that line are handled as general or hemp products.

The twist: a U-turn done by decree

Thailand's story is unusual because the whole reversal happened without a new law. The country swung from the most permissive cannabis market on earth to a prescription-gated, medical-only one in about three years, entirely through health-ministry notifications. Thousands of shops that opened in the boom have since closed or are scrambling to re-license.

What it means for you

If you are in Thailand, the legal and the safety picture are now the same question: do you have a prescription, and is the shop a licensed outlet selling lab-tested, certified product? A walk-in recreational sale is no longer legal, and product sold outside the licensed system has not been through the testing that keeps it safe.
